This initiative began with frustration on the job: concern that qualified local and regional workers may be getting overlooked. IEI and the responsible union offices should show how recruitment and referral decisions are made, what local outreach produces, and whether the applicable standards are followed.

THE FRUSTRATION BEHIND THIS EFFORT

Silence leaves room for rumor.
Leadership needs to answer.

A changing workforce needs clear communication, credible standards and a fair hearing for concerns before resentment hardens.

Start with the concern on the ground

The founder describes a rapidly changing jobsite workforce and frustration about whether local and regional workers have a fair chance. That is a firsthand account of concern, not a verified headcount, finding about coworkers’ nationality, or proof that an applicant was displaced.

The question for IEI and the responsible union offices is direct: does recruitment extend beyond local and regional labor pools, including internationally where applicable? If so, what rules govern those routes, what local outreach has been undertaken, and what records show about qualified applicants, referrals and placements?

Take workers’ worries seriously

Fear of being overlooked or replaced deserves a clear, evidence-based answer. Leaders should explain workforce demand, the applicable hiring rules and how workers can raise a concern without targeting a coworker. Reassurance should be backed by records.

Conservative viewpoints and concerns about local opportunity can be heard respectfully. No viewpoint excuses threats, harassment or hostility toward a coworker. Employers and union leadership have an opportunity to bring people into the conversation and address the questions openly.

Accountability with dignity. Peaceful action with urgency.

This initiative calls for written answers, appropriate meetings, documented review requests and a practical route into paid work. It does not seek ICE involvement or the deportation of coworkers. People already working here deserve dignity and peace; hiring and referral decisions deserve scrutiny.

Frustration should move the responsible organizations to explain their decisions. It should not become hostility toward people trying to earn a living.

01 / WHY THIS MATTERS

A family’s livelihood
is not an abstract debate.

People invest years in preparation, tools and a trade. They deserve a clear account of the opportunities available, the standards they must meet and the decisions that affect their chance to work.

For students and parents

Students and parents need more than a promise that the trades offer a future. Show the entry standards, practical math preparation, wages and actual employer-paid placements that can turn that promise into work.

For people starting again

People changing careers or returning to work cannot build a household budget around vague opportunities. Identify real training places and paid work, with individualized reentry support and tools, transportation or childcare help where eligible.

For the whole community

When public commitments are made, residents deserve accessible documents and measurable results. Show what was promised, who checks delivery, and how construction jobs differ from permanent operating jobs.

Indianapolis and Marion County residents connect to regional opportunities through workforce partners and the union and training network. Lebanon is in Boone County. The Council inquiry concerns access and coordination for Marion County residents; it does not assume Council authority over Lebanon’s project or its hiring decisions.

The electrical inquiry is the first case in a broader construction-trades effort. Neutral comparison inquiries can ask other trades to explain their own recruitment, qualifications, paid training and aggregate outcomes, without assuming a shared problem.

Fair opportunity means clear and consistently applied standards within each trade, with respect for people of every background.

02 / THE CONSTRUCTIVE REQUESTS

These are direct requests for employers, unions, training providers and officials. The first accountability inquiry concerns IEI and the electrical referral system. Other trades are asked neutral comparison questions; their rules and circumstances may differ.

Show what local recruitment actually delivers

Document outreach through schools, vocational programs, churches, community groups, reentry services and workforce offices. Show how qualified local and regional applicants move from an application to a referral and paid work.

Explain hiring routes and permitted exceptions

Publish the applicable qualification, classification, referral, pay and advancement requirements. Explain any permitted direct hires, special-skill requests or other exceptions, who authorizes them, and how an applicant can request a review.

Put real paid places behind the training promise

Match practical math instruction, instructors and labs with actual employer-paid apprentice placements. Name the capacity limits and eligible supports. Recruitment targets should be backed by real opportunities to work.

Give the community numbers it can assess

Report aggregate recruitment, qualified and available applicants, referrals, apprenticeship entry, paid placements, completion, retention and wage progress. Use matching reporting periods and clear definitions. Protect individual worker records.

Name the commitments and the accountable office

Identify any verified public funding or infrastructure agreements, their requirements and the office responsible for checking them. Distinguish projections and job listings from actual results. Tell residents where a documented concern can be reviewed.

Why and who processes it. The organizer uses confirmed subscriber details to send requested updates. MailerLite processes update-list data as the mailing provider; its privacy policy applies to that processing. Support Workforce Transparency and Opportunity

We support fair access to skilled construction careers for people of every nationality and background.

We ask employers, unions, training providers and responsible public officials across Central Indiana construction trades, beginning with the focused Lebanon LP1 electrical workforce inquiry, to:

  1. Publish applicable workforce, training and employment commitments, including commitments attached to verified public support, and identify the office responsible for oversight.
  2. Explain the qualification, classification, referral, pay and advancement standards that apply, along with the routes to request information or review a decision.
  3. Document community recruitment and report privacy-protecting aggregate applications, referrals, apprenticeship participation, paid placements, completion, retention and wage progression, with clear definitions and reporting periods.
  4. Distinguish projected employment and advertised openings from actual placements, and temporary construction jobs from permanent operating jobs.
  5. Work with schools, community organizations, workforce offices and eligible reentry partners to connect practical preparation and participation supports with actual employer-paid placements.

We ask the responsible organizations to identify a named contact, provide the applicable records or explain their limits, and give a realistic timetable for an initial written answer. Families and workers deserve that accountability. Our purpose is understandable information, consistently applied standards and constructive improvements grounded in evidence. Hiring and training arrangements can differ by trade; the first electrical inquiry does not establish a finding about other trades. This petition does not establish wrongdoing or legally compel records or disclosures.
